There's nothing to stop you legally.

No problem, any place you can get Nitrox will do O2. However, unless
they have a haskle or equivalent you're stuck with what ever pressure
there is in their Oxygen cylinders. You'll need to show a cert card to
buy the gas and the cylinders will need to be O2 clean. Not legal
requirements but dive shop imposed rules.
You maybe better off hiring cylinders from a shop locally than
shipping, depends on your weight allowance. Where are you planning on
diving / staying? Contact some shops there and check out details.

I can't imagine a problem bringing it in. It's personal scuba gear. The snag with
fills is having UK spec tanks so dive-shops can 'approve' your test/clean status.
If you can borrow/hire tanks locally you will save yourself a bunch of agro and
baggage allowance.
