shore snorkeling in Fiji and Tonga

I am going to Fiji and Tonga for several months later this year. Could
anyone advise me where I can find the combination of great shore snorkeling
nearby budget accomodation? I do not want to be tied to a boat and boatman,
and I do not need dive resort info. I spent 6 months in the Philippines
shore snorkeling and loved it. I want something similar for this trip.

I hear Kadavu has some great spots.
