Cozumel is one of the most popular and written about destinations.  Search
Google groups, specifically rec.scuba.locations and you will find lots of
good information; it's current too.

My favorite dive shop is Aqua Safari.  They will pick at all hotel

Two tank morning dive trip is $60US   For $9 more they throw in a third
afternoon dive.
If you you don't need an all inclusive hotel and the accompanying expense
they have a nice, clean, spartan inexpensive ($40) rooms they rent that are
above the dive shop.  See their website for photos.  They also rent some
nice condos north of town.  You will need a car (my opinion). The dive shop
is right on the water front in the middle of town.

Another inexpensive hotel that is on the water and about 1/4 mile south
from the center of town is the Hotel Barracuda.  $70/dbl   They added a
pool, pool side bar and restaurant.  Dive Paradise dive shop is on site.

Last one....Scuba Club Cozumel.  It's 3/4 to 1  mile south of town.  It's
100% dedicated to divers.  The price includes lodging, diving and food.

Okay, one more...Cozumel Palace.  All inclusive, $250-300/dbl low season.
That does not include diving.  They are about 3/4 south of town.  Aqua
Safari is the in hotel dive operator.  I'm told the accommodations a re top
cabin and the food is great.  Just more $$$ than I want to spend. I'll save
the extra $150/day and use it on the new motor I'm building for my '67
Fastback....another expensive hobby.

If you don't have your heart set on the beach, then I highly recommend
Baldwin House.  It's a B&B, but surpasses that.  If you choose this place, I
guarantee you that you'll be raving about it upon your return.

I've been going to Cozumel for years and always "dive with Martin".  His
operation is out of one of the cruise ship docks (which has never posed a
problem for us).  Usually there is a food truck (local tacos, etc) parked on
the road and I enjoy having them for breakfast.  There are other more
conventional food sources nearby.
I noticed that others gave recommendations for accommodations.  I tend to stay
away from the tourist spots.  I can recommend renting a two bedroom home, Casa
Carlita, which is walking distance from the supermarket.  

For under $1,000 you can have a private home with maid service.  Here is their

They are in new quarters since the last storm.  I just visited his website
today and was saddened by the posting of the death of his wife.  

My recommendations are obviously 180 degrees apart from hotel and large dive
operations, so it depends on what you like.

I also recommend you rent a jeep type vehicle and tour the island.  It's true
you can take taxis, but you won't experience the wonderful people of Cozumel
unless you take in the whole island.  While there, consider viewing the ruins.
You will probably find a local there offering guide service and I would
definately recommend it.  Lastly, be sure to visit the square and hire local
mariaches.  (I apologize for any spelling mistakes).

Deb & I went to the Reef Club in Cozumel,
http://www.reefclubcozumel.com/cms,  We loved the place. We are going
back this april.  We dove with Sand Dollar Sports the on site
operator. They were very good and safe. I was impressed that every
boat had a tower on it. They said they had them to make it easier to
spot divers in the water.

On a tip from this group.  I bought vouchers from another site that
has no affiliation with the resort. The guy just buys and resells
these vouchers. He gets $225 for them.
What the voucher does is makes you a VIP member for a week which means
you wear the same wrist band and get the same benefits as a timeshare
owner. With the voucher you can reserve rooms in the members area of
the resort which is the closet to the dive operation, members only
check in area, eat at the members only restaurant,  for diving you get
a discount and they guarentee you a spot on a boat (if you walk in in
the morning and say you want to dive they can't tell you the boats are
full, they have to make a spot for you) swim in the members only pool,
drink at the members only bars, and of course you get the members only
room rates. The voucher includes a standard room in the price. You
then can add the all inclusive plan and upgrade your room if you want
to. It costs $20 per adult per nite to up to a junior suite that books
for $275 a night.

job of explaining it. We figured we'd go back so I bought some
directly from the resort. The trick was I had to buy 20 of them. I
want to get rid of 10 or so of them for $150. I can't use 20. They are
good for 10 years.
Bottom line was it cost us $1210 including the voucher at 225  for
both of us not PP for 7 nites with all meals and drinks in a huge
suite with an L deck with our own hot tub overlooking the pool and
beach.

Forgot to say on a previous trip we dove with Aqua Safari and they
were great.

Aqua World on the other hand is the worst dive op I have ever
encountered and I have been diving a long time.
