Does anyone know about the diving in this area in mid November.  Where is
the best place to go?

Your question is a bit too broad.  For example, the time of year you are
considering is not good for the Gulf of Thailand.

Sorry, my experience is in the Gulf and Malaysia/Borneo.

There are two major parts of Thailand (Andaman and Gulf) and three
major parts of Malaysia (Andaman, Gulf and Borneo), and lots of
variations on those areas. What does the rest of your trip look like?

We will be heading south from Bangkok and ultimately need to end up in
Singapore.  I've heard the gulf side of Thailand is not great that time of
the year, so I was thinking of Phuket.

Do a Google search on Phuket. Lots of people (including both Chilly and
I) have posted opinions, reports, etc. For day trips, this is probably
your best option. Keep in mind that most flights to and from Phuket go
through Bangkok, KL or Singapore. There are only three direct flights a
week from Phuket to Penang.

The obvious typo was too easy.  Regardless, none of those flights go through
Manila.
