It's an All-Inclusive resort, good food when we were there.
One shore dive per day included at the resort.
We dove with http://www.oceanencounters.com/ a short walk down the road
has onsite staff at Breezes and pickup at the Breezes dock for boat dives.

Google search Curacao Breezes, there's tons of info.

I was there with a group last May:

Resort: Very good, food great, staff excellent
Shore Dives: only need to do them once, plus very dependant on calm
conditions
Ocean Encounters Dive Shop: Excellent!
Dive Sites: Boat trips were great, though dive sites tend to look the same
after a few days.

IMHO the best dive sites were the shore dives they bussed us to on a couple
of the days, if you get the chance, don't miss them.  Better than the boat
dives I thought.

Overall a good trip with very good diving/accommodation value for the $.
