Can't say for sure, but I have heard that Malta is not so interesting
for diving.
The advise from friend of mine was to go to Gozo (you can get there by
ferry from Malta easily.
He was recommending http://www.gozodive.com/ in particular.
He says he have had very positive experiences with them both in terms of
accomodation and diving.
