I went in January last year and it was in the mid 70s (air and water).
Ambergris Caye is nice, but from a day trip to the outer atolls, I would
be tempted to try one of them.
I'd look at www.weatherunderground.com to see what the weather is likely
to be at different times of the year.

Just like many other places in the Caribbean, Belize suffers from
"northers". All us yokels in the cold land believe that if we head for the
Caribbean in winter, we'll be warm.
Well, that's not always the case. I went to Cuba in 1995?, um I'm thinking
it was late Feb, early March. It was the coldest it had been in Cuba since
1958 . . so they said. :^) It warmed up after a week.
I've been on Ambergris Caye, um, 5 times at Xmas . . . usually stayed 3 or
so weeks. Oft times the locals were wearing toques.
I'm not trying to discourage you in anyway, if I didn't believe in heading
off to the Caribbean every chance a person gets, why would I keep going
back? (ok, you guys, never mind, I also travel to the other side of the
world now and then, where it has *always* been much warmer) :^)
But I must say this, about that, in specific response to Dr.Yak . . . in all
the years and weeks and frigid conditions I've encountered, the water has
never been cooler than 77 degrees F and even then usually not more than 2
days in a row. I can check all my logs . . .average water temp . . .81.

But do they wear their toques while diving, or just bananas?

Here in Canada, they are sometimes referred to as Block Heaters.
