That depends how hard up you are. It's not really much effort. Both areas
offer warm(ish) water diving with tropical fish but no coral reef. Viz
isn't so hot. Ixtapa has a little better viz than Cabo and usually warmer
temps, but the sealife suffers from overfishing and everything is small.
Cabo has much better sealife, including sea lions. Both, IMO, are
preferable to golfing or sport fishing or sun tanning. Neither, IMO, are
better than a cold beer in a good bar. YMMV. If you're going to dive, go
somewhere else. If you're going on a cruise, stay on the ship or else shop
for the same jewelry as all the other jewelry stores in all the other ports
with all the other passengers.

Thanks for the info. Yes, we are going on a cruise and what I meant by
effort is to lug all my gear down. We are also going to Peurta Vallarta and
Acapolco. I have already nix diving at both of those locations for diving.
I think I'll just stick to free diving in Ixtapa and Cabo. "Less gear, more
time for beer"

Cabo Pulmo (about 45 miles east of Cabo San Lucas) is a reef, National
Park, and has much better diving than Cabo.
I don't know where Ixtapa is :( So I might be talking about an entirely
different part of the world than you are.
