Can someone recommend a good and cheap (an oxymoron perhaps) school in
Toronto? I'm heading to Brazil in about two months so the alternative
is to take lessons down there but my preference would be to learn up
here.

Most of the shops in Toronto are very competitively priced. I have
often used Waterline, Aquarius and Scuba 2000. One of my buddies took
a nitrox with Aquarius and was pleased. A friends son is taking a
Waterline course and likewise is happy.
A cheaper alternative may be through a couple of the clubs -
Scarborough Underwater Club and the Etobicoke Underwater Club are
really really good and affordable. Don't know if they are PADI or NAUI
or ACUC but, pretty sure they have people on board that can make sure
you get a PADI cross over if needed.
