Sexual harassment may not have occurred even if charges are filed.
Harassment cannot occur unless someone claims to have been harassed.

If you drop trou for a female coworker, sexual harassment occurs if she
feels harassed and reports it. Even if she feels harassed, harassment has
not occurred unless she reports it. If she does not feel harassed,
harassment occurred if she reports she was harassed. Harassment does not
occur if she does not feel harassed and does not report it.

If she is a nurse and giving you an injection in the buttocks, take care
how you behave. She holds all the cards.

The typical apple and oranges comparison.

He has not committed sexual harassment until someone has made the claim.
He may not have committed sexual harassment if someone has made the claim.

Bush's crimes against the U.S. Constitution, U.S. citizens, humanity, his
God,... are self evident. Bush must be impeached.
