out of a hurricane.

Actually, Andrew did some good.  Pre Andrew, Biscayne Bay was badly
polluted and generally silted over.  Andrew cleaned all that out and
gave the bay a chance to start again.  Soon after the hurricance went
by I began to see new coral growth and tropicals I had not seen there
since I was a kid.

Of course, that was then and now is now.  After a dozen or so
"accidental" discharges of millions of gallons of raw sewerage by Miami
Dade County, the Bay is close to as bad as it ever was.
