Yes. It is _by_ the state, and not only stately acknowledged.

There are 2 german Instructors who have the french exam. Two of them sit
at Divin Giens near Hyeres (http://www.divingiens.com/), and one was
allowed to crossover from CEDIP ( VDTL), but only because he is a Doctor
( med) and thus made it by the europeen ERASMUS program.
2 were high ranking CMAS-Instructors before, one made the complete
program with the french. ( Initiateur, BEES1,2., Captain.
I seriously doubt that you will be the 4th.
