I am a current PADI MSDT, and I am interested in earning one of these
European instrucor ratings in order to teach in French territories.
I've been struggling for some time to understand the mess that is
french law....my french is not that good :)

They tell me (I think) that i need to be a CMAS (* or **) instructor.
Does anyone know how hard it is to crossover from PADI to CMAS?

Alternately, does anyone know anything about the BEES (brevat d'etat
educateur sportif) rating ? Is this a french government certification?
do I have to go to france to earn this rating?
Any help you can provide me would be very appreciated.

You'll have to learn a lot in theory, at least.

Yes. It is _by_ the state, and not only stately acknowledged.

Yes. Count 2-3 years.

There are 2 german Instructors who have the french exam. Two of them sit
at Divin Giens near Hyeres (http://www.divingiens.com/), and one was
allowed to crossover from CEDIP ( VDTL), but only because he is a Doctor
( med) and thus made it by the europeen ERASMUS program.
2 were high ranking CMAS-Instructors before, one made the complete
program with the french. ( Initiateur, BEES1,2., Captain.

I seriously doubt that you will be the 4th.
