Metroscope research group is inviting photographers to submit any
image about the metros around the world.

  This is a great opportunity to get published since thousands of
images are required for the final publication.

How much are you paying for single use?

Or did you want them for free.....

I know of a few old water-filled mines and missile silo's, but I'm not
aware of any subways (metros) that offer scuba diving which could be
photographed...just where are you suggesting?

How much are you paying?  Is it a Single or Multiple use?  How many
copies?  Hardcopy or Internet publication (or both)?  etc.

With web based self-publishing, this is hardly an incentive.  

Unfortunately, it also makes you sound like you're just another greedy
SOB who's going to try to pull a "PT Barnum" and get people to give away
their copyrighted works to you for free.  

The "education" buzzword is also a common strategy for claiming a reason
to avoid paying, but museums and schools have budgets too.
