Except that, unlike mining officials, those in charge of the caving expeditions had
considered exactly this scenario and run a dive line well before it even got cloudy.
That frequent flooding rinsed all of the coal dust out of the cave years ago didn't
hurt either.

 No they weren't cave divers. That's just it. They were
 spelunkers, i.e. WALKED in the cave.

 But there was a sudden rain storm that flooded their exit.
 Rumour has it they were on a military training mission ..
 all those Afghani caves...
