To make everyone get ID.

You can do that now, but you better be able to convince the cop that you are
telling him the truth about who you are.
Any cop can run you for wants and warrants; if he has you stopped for
speeding, and you make him hinky,
he can run your arrest record, and then play 20 questions. A full
background, called a Triple I, has to be attached
to a case number or criminal investigation, or because you have signed a
release, such as for a Class 4 or CWP.

Greg can tell you, all it takes for PC is a sharp pencil. If a cop asks you
to identify yourself to him, and you
cant, he is required to hold you until he ID's you positively. They pick up
a lot of fugitives that way.

It's not just Washington, many states have the ID law.
